الشيعة في الشرق الأوسط... بين التهميش والاستهداف



شبكة النبأ: تتكرر حالات الاستهداف التي يتعرض لها الشيعة على نحو متواصل، على مرأى من الجميع، سواء المنظمات الدولية المعنية بحقوق الانسان، او الحكومات التي تدّعي الديمقراطية، وتعلن حمايتها للاقليات او المكونات عموما، لكن ما يجري على ارض الواقع، بخصوص استهداف الشيعة في الشرق الاوسط، يدل على تغاضي او اهمال هذه المنظمات الدولية والمحلية، والحكومات الديمقراطية لمسألة توفير الحماية المطلوبة للشيعة، من عمليات القتل البشعة التي يتعرضون لها هنا وهناك.

وتؤكد وقائع وحوادث كثيرة ومتواصلة منهج الاستهداف المذكور، وكأن هناك من يفكر ويخطط وينفذ هذه العمليات الارهابية التي لاتزال متواصلة، في محاولات محمومة لتصفية الشيعة، في مقابل صمت دولي مريب، يؤكد هشاشة الدعوات التي يطلقها البعض، ممن يهتمون بحقوق الانسان سواءا على المستوى الدولي او العربي وحتى المحلي، إذ تغيب المبادرات الفاعلة للحد من مثل هذه العمليات المتكررة، بحق هذا المكوّن في دول ومدن ومناطق مختلفة.

وعلى سبيل المثال، ثمة حوادث واعمال ارهابية لا تزال طرية بسبب قربها زمنيا، تدعم رأينا هذا، وآخرها حادثة النخيب المروّعة التي تدل على بشاعة الجهات التي تقف وراءها، بسبب اسلوبها الدموي التكفيري البشع، حيث تم عزل الرجال عن النساء والاطفال، وتم قتل الآباء والأزواج امام أطفالهم ونسائهم، بطرق واساليب بشعة، الامر الذي ينم عن جهل وتعصب وحقد لا يمت للدين او الانسانية بصلة.

ويدعم هذا النهج التكفيري الارهابي، ما يتعرض له الشيعة في باكستان ايضا، حيث تم قتل 22 من الشيعة، فيما لا يزال يتواصل مسلسل القمع والقتل والترهيب في البحرين، إذ يتعرض الشعب البحريني لسلسلة من اعمال الترهيب الحكومي المتواصل، من اجل اسكات صوت المعارضة الذي يمثل الشيعة معظمه، بسبب الظلم والاجحاف الذي يتعرضون له، من لدن حكومة قمعية لا تسمح للصوت المعارض بالحضور والتفاعل في ادارة الحكم، وهو ما يؤكد سمتها الاستبدادية التي يرفضها الشيعة والشعب البحريني عموما.

وهكذا تتعدد الاسباب الجاهزة لقمع الشيعة وتصفيتهم، فمنها ما يتعلق بالتكفير، ومنها ما يتعلق بالسلطة والحكم، ولكن ما يتم ملاحظته على الدوام هو استمرار أعمال الاستهداف والتصفية للشيعة في الشرق الاوسط عموما، وهنا يتبادر للذهن سؤال جوهري مفاده، من يريد القضاء على الشيعة ؟.

وهنا تقفز الى الواجهة الجهات التي تدعمها السعودية، حيث تمارس اعمال الارهاب والقتل والاستهداف المتواصل للشيعة على مرأى من الجميع، وبصريح القول والفعل، من دون خشية او حياء، او اهتمام بالرأي والدين والانسانية، فالمهم لديهم هو تكميم الاصوات المعارضة لمنهجهم السياسي او غيره، وهنا تتركز اعمالهم العدائية التي تستهدف الشيعة، ليس في السعودية وحدها، بل في أي مكان يمكن أن تصل اليه بأموالها او تخطيطها وتنفيذها ايضا.

ولهذا لابد للشيعة أن يقوموا بحماية أنفسهم بأنفسهم، بعد أن فشل المجتمع الدولي ومنظمات حقوق الانسان الدولية وغيرها، في حمايتهم من البطش التكفيري الارهابي المتزايد يوما بعد آخر.

ولابد من التأكيد هنا أن منهج الشيعة لحماية أنفسهم، ينبغي أن لا يتعامل بالمثل مطلقا، أي يجب أن تكون إجراءات الحماية ذات طابع انساني، يميل الى السلم والحكمة بصورة تامة، فلا مجال قط لأن يتعامل الشيعة مع الارهاب بالارهاب المماثل، بل هناك وسائل اللاعنف والسلام، ومنها ما طرحه الامام الراحل، آية الله العظمى، السيد محمد الحسيني الشيرازي (رحمه الله) في هذا الصدد، عبر أفكاره الكثيرة التي تم قدمها في عدد من مؤلفاته، التي اهتمت كثيرا بانتهاج مبدأ اللاعنف لمواجهة العنف، وعدم الانجرار الى أعمال انتقامية لا تمت للدين او الانسانية بصلة.

وهكذا ينبغي أن يتم التحرك على نحو متواصل، لفضح من يقف وراء استهداف الشيعة، كما ينبغي مواصلة التعامل الجدي مع المخاطر الجمة التي يمثلها التكفير والارهاب، والجهات التي تقف وراءه، لاسيما السعودية التي تقف بقوة وراء التخطيط والتمويل والتنفيذ، لمثل هذه الاعمال الاجرامية المرفوضة.

وهناك بعض الخطوات التي نقترحها ونضعها امام المعنيين، من اجل حماية الشيعة من مسلسل الارهاب والبطش المتواصل ومنها:

1- تشكيل لجان متبادلة مع المنظمات الانسانية، لغرض اطلاعها بصورة مباشرة ومتواصلة لجميع التجاوزات والاعتداءات التي يتعرض لها الشيعة، وفضح الجهات التي تقف وراءها على نحو دائم.

2- رفع دعاوى قضائية ضد الجهات التي تقف وراء التكفير والارهاب، لاسيما السعودية، حيث ينبغي على ذوي الضحايا الشروع بمثل هذه الاجراءات كوسيلة ضغط لتفادي تكرار هذه الاعمال المرفوضة.

3- ينبغي تفعيل مشاركة وسائل الاعلام كافة المحلية والدولية، من اجل متابعة ورصد هذه الاعمال البشعة التي يتعرض لها الشيعة لفضحها والحد من تكرارها.

4- تفعيل الخط الدبلوماسي لتقليل مخاطر الاستهداف المتواصل للشيعة عبر الحكومات المعنية بهذا الامر.

5- مواصلة حملات التوعية التي تبث مبدأ اللاعنف وترفض التكفير والارهاب من لدن الجهات المعنية، دينية او سياسية او ثقافية او غيرها.

وهكذا ينبغي عدم ترك الامور على عواهنها، وانتظار ما تتمخض عنه الاجراءات الدولية او المحلية بهذا الخصوص، والتي غالبا ما تكون قاصرة عن حماية الشيعة، بمعنى ان الشيعة هم اولى بحماية انفسهم من الارهاب، لذا ينبغي التحرك بهذا الاتجاه على نحو دائم ومخطط له، وذلك بالتعاون مع من يهمه امر حقوق الانسان في العالم.

3 - should activate the participation of the media all the local and international, in order to follow up and monitoring of these heinous acts against the Shiites to expose and reduce recurrence.

4 - Activating the diplomatic line to reduce the risk of continued targeting of the Shiites by the Governments concerned in this matter.

5 - continue the awareness-raising campaigns that broadcast the principle of non-violence and rejects terrorism and atonement from the presence of the concerned authorities, religious, political or cultural or other.

And so should not leave things at face value, and waiting for what emerge from the proceedings of international or local in this regard, which are often inadequate to protect the Shiites, in the sense that the Shiites are the first to protect themselves from terrorism, so you should move in this direction on a permanent basis and planned, and that in collaboration with interested is the world's human rights.
