أصبح بمقدور كل الأفراد تشكيل حكومات اقتصادية مصغرة، من خلالها يفرضون الضرائب على الآخرين، وتحقيق ثروات، وإيرادات دائمة، مثل ما تفعل الدول بفضل القوانين التي تميز بين إنسان يحمل جنسية البلد وإنسان يحمل جنسية بلد آخر.

ما هي الحكومة الاقتصادية المصغرة التي يشكلها الأفراد؟ وما هي الضرائب التي تفرضها على الآخرين، التي من خلالها تحقق الإيرادات؟

عندما يقوم فرد يحمل جنسية البلد بإصدار سجلات تجارية، وتأجيرها على أشخاص آخرين يحملون جنسية مختلفة (آسيوية مثلاً) بسعر 100 دينار للسجل الواحد، ويجلب عمالاً، ويقول لهم اعملوا في البلد وفي نهاية الشهر أريد 50 ديناراً.

هنا الفرد في حقيقة الأمر شكّل حكومة اقتصادية مصغرة، والسجلات بمثابة شركات تدفع له ضرائب (100 دينار إيجار السجل)، والعمال الذين أطلقهم في السوق يعملون بمثابة دافعي ضرائب حيث يدفعون 50 ديناراً شهرياً.

هذا الفرد، لا يعمل، مجرد نهاية الشهر يستلم الضرائب من الشركات والأفراد، مقابل توفير غطاء قانوني لهم للعمل في البلد، حيث أن القانون لا يسمح للأجانب بإصدار سجلات تجارية أو العمل في البلد، وبذلك يتم الالتفاف على القانون من خلال ظاهرة تأجير السجلات.

إذ كان شخص لديه 3 سجلات، وكل سجل له 4 فروع، ويفرض ضريبة (إيجار) عن كل فرع بسعر 100 دينار، فإن مجموع دخله الشهري يبلغ 1200 دينار، من ضرائب السجلات.

وإذا كان يوفّر غطاءً قانونياً إلى 20 عاملاً، يتركهم في السوق، ويطلب منهم 50 ديناراً نهاية الشهر، فإنه سيجني نحو 1000 دينار، وبذلك يكون مجموع الدخل من إيجار السجلات والعمل نحو 2200 دينار، وهو جالس في منزله.

هذا الشكل هو بمثابة حكومة اقتصادية مصغّرة، يشكلها الأفراد، بفضل القانون الذي يعطي ميزةً للإنسان الذي يحمل جواز البلد، على إنسان يحمل جواز بلد آخر. وهذه الميزة تعطي مجالاً واسعاً لاستغلال البشر من الدول الفقيرة الذين يبحثون عن بصيص أمل، والهروب من دولهم التي يعانون فيها من مرارة الفقر والحرمان.

الامتيازات القانونية تعطى لأهداف يعتقد من شرّعها أنها تخدم أبناء الوطن الذي يعيشون فيه.

وهذا يذكرني، بقصة حدثت في إحدى الدول، حيث أن خبيراً أجنبياً يمتلك عقلية في صناعة البتروكيماويات، فكان لديه فكرة مشروع ناجح كلفته 5 ملايين دينار، فدخل معه مستثمرون من مواطني ذلك البلد من أجل تنفيذ المشروع الذي لا يمكن أن يقوم بدونه وذلك بسبب التخصص العملي الدقيق في تشييد المصنع وتشغيله.

قام الأجنبي بتشييد المصنع وتشغيله، وأصبح يربح أرباحاً كبيرة من السنة الأولى بنسبة 30 في المئة في كل طن ينتجه، ونتيجة النجاح حصلت الشركة على قطعة أرض صناعية من الدولة وذلك للتوسعة، لأن ملكيته تعود بنسبة 80 في المئة إلى مواطنين، وفي هذه الأثناء جاءت شركة أميركية وعرضت إقامة مشروع في تلك الأرض بقيمة 100 مليون دولار. وهو ما يعني عملياً أن مساهمي المشروع سيربحون مبالغ ضخمة جداً بعشرات المبالغ التي استثمروها.

فأخذ الطمع يعمي الأبصار، فما كان من المساهمين إلا أن اجتمعوا لإخراج ذلك الأجنبي الذي شيد المصنع، حتى لا تكون له حصة في المشروع الجديد، وتكون كل الكعكة من نصيبهم.

المشكلة أنهم عندما أزاحوا هذا الأجنبي، ووظفوا رئيساً تنفيذياً جديداً، توقف المصنع عن العمل، لأن هذا المصنع لا يستطيع أحد أن يديره إلا من ذوي الخبرات العالية جداً في صناعة البتروكيماويات.

وتحولت القضية إلى المحكمة، وأصبح المصنع معطلاً، وبذلك خسر المساهمون من توقف المصنع، وخسر اقتصاد البلد الإنتاج الذي يضيفه المصنع، كما أن الشركة الأميركية نتيجة طول المحكمة حطت رحالهم في بلد آخر، لا هذا استفاد ولا ذاك استفاد. كل هذا بسبب الامتيازات التي تعطى لإنسان مقابل إنسان آخر.
