Introduction
This study was prepared by the Division for Palestinian Rights of the United Nations Secretariat under the guidance of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, pursuant to General Assembly resolution 32/40 B of 2 December 1977. The study is published in the framework of the following guidelines Proposed by the committee:

“This study should place the issue in its historical context, emphasizing the national identity of the Palestinian people and their rights. It should examine the course of the problem during the League of Nations' mandate and show how this problem predates the founding of the United Nations. “It should also cover the period of UN intervention in this problem.”

The study is divided into five parts and covers the period from 1917 to December 2000.

The first part, published in 1978, presents the historical background to the question of Palestine and dates back to 1915. This part reviews in detail the period from 1917 to 1947, during most of which Palestine was governed under a mandate granted by the League of Nations (the Mandate).

The second part, published in 1979, covers the development of the Palestine problem from the time it came under United Nations jurisdiction until the late 1970s, that is, the period from 1947 to 1977.

The third part, published in 1984, dealt with further developments in the Palestine issue until the 1980s and covers the period from 1978 to 1983.

The fourth part, which was added in 1990 to the three previously published parts, covers the period from 1984 to 1988, during which a number of historical events took place. These developments reflected a qualitatively new stage in the development of this long-term political, social, economic, humanitarian and moral problem that still awaits a solution.
